The mummy magician in The Powerpuff Girls who dies by accidentally getting slammed and locked in an iron maiden during a performance, later being left to rot on the stage where he died for decades until coming back to life and hallucinating that Bubbles is a little girl that was in the crowd on the day of his death whom he considered responsible.

This, so much this. It's honestly the only thing I can remember scaring me as a child. He just looks so horrific. Ugh.. I can hear his voice.

That reminds me of this episode I watched from Powerpuff Girls. The girls were up against this unknown villain that would suck out the information out of people's heads. And I found it kinda scary because you didn't know until later on who behind all the trouble. (the episode's called 'The Headsucker's Moxy for any interested)

Creepiest character for me is 'mermaid' boss in Rule of Rose. It's essentially a girl tied to the ceiling that is made to look like a mermaid and she barfs acid all over you and the room.

I'm a big fan of The Tall Man from the first two phantasm movies. Eventually they made him too much of a character and explained him too much, but in the first film, what really makes him work is that he very clearly has an agenda and odd abilities and he's clearly dangerous to you and to people you care about, but it's a very strange agenda and his abilities, powers and allies are very oddly defined and explained, so it has a kind of HPL/Horror of the Unknown feel to it - the mystery of the character makes him way more effective.
